In April 2007, Marlene Ginsberg, Co-Director, and program partner from Va. Tech, Patricia Kelly, Professor Emeritus of the College of Education, traveled to Kazakhstan, the Kyrgyz Republic, and Tajikistan. They had lots to accomplish-- interview candidates in three countries, strengthen relationships with partner organizations, pre-program evaluations with applicants and partners about the concept of Civic Education in Central Asia, and learn about local conditions. 12 finalists were selected (four persons/country group).

interview in central asia Planning and anticipation on both sides of the ocean preceded the arrival of Legacy’s delegation. Three weeks in southern Virginia and Washington, D.C. were focused on learning about responsible governance through the vehicles of civic education and citizen participation. Activities in the U.S. included site visits to schools (K-12 Roanoke County Schools, High School for Public Policy in Washington), NGOs and citizen organizations, skill-training sessions, a homestay experience, and meetings with U.S. professional peers. Thanks to our family hosts, most were able and delighted to host 2 persons in their homes.

Roundtable discussion with Central Asian delegates Immediate Results
One participant upon her arrival home, wrote that she was requested to review an article about Regional Universities written by the Rector of her university, and thus she had an opportunity to introduce civic education perspectives. Another participant, from Western Kazakhstan, wrote an article for the law newspaper! Three representatives participated in election preparation and monitoring in Bishkek! All have been involved in presentations to their colleagues.
