riyadhalbalushiRiyadh Al Balushi was a 2010 Legislative Fellows Program participant.   Today he is changing the way Omanis relate to the law and promoting informed dialogue. Upon return to Oman, Riyadh made a strategic plan, he noted that access to the legislation has always been an issue to the Omani public. Even though the government publishes all the laws as they are issued in the Official Gazette and on the website of the Ministry of Legal Affairs, there has not been a single free resource that the public can use to access the complete set of all primary and secondary laws on the internet.

He worked diligently collecting every single royal decree issued by the Sultan, classifying them and saving them in a structured database and then published them on a dedicated website that is available for the public to use.   The website was launched in November, 2015 and for the first time in Oman’s history, people have a valuable resource. In January, more than 14,000 page views were noted. He has plans for additional stages of the project.

Riyadh found all the right team members to advise him and utilized a variety of tools, methods and models that he was exposed to while in the Legislative Fellows Program. He has made an impression not only with Omanis but also with many of his US friends and mentors.

The Honorable Scott Klug (R-Wisconsin 1991-1999) writes, “I can remember a dinner at an Ethiopian restaurant where he peppered me for hours with questions about the U.S. political system and American society. When the tables were turned and we visited Oman as part of an American delegation, he served as the point person and did an outstanding job in formulating our program. ”
